Missouri framework overview## Missouri’s MELS: The official early learning standards framework

Missouri’s early learning standards are organized under the Missouri Early Learning Standards (MELS), revised in February 2021 and administered by the Missouri Department of Elementary and Secondary Education (DESE) Office of Childhood. MELS applies to licensed childcare centers, family childcare homes, Missouri Preschool Project (MPP) programs, and Head Start programs serving children from birth through kindergarten entry.

MELS defines developmental expectations across all 8 domains and guides curriculum planning, developmental assessment, and program quality statewide. Programs can view current guidance at the [DESE Office of Childhood Early Learning Standards page](https://dese.mo.gov/childhood/quality-programs/preschool-programs/early-learning-standards)

Quality Assurance Report (QAR)

Missouri’s quality improvement process is called the Quality Assurance Report (QAR), a voluntary continuous quality improvement system for early learning programs administered by DESE Office of Childhood. The QAR provides programs with a Performance Profile supporting ongoing improvement. Using a research-based curriculum aligned to Missouri’s MELS supports quality improvement documentation under the QAR.

Curriculum alignment## How Experience Curriculum aligns to Missouri’s MELS

Experience Curriculum is formally aligned to Missouri’s MELS across all three age bands — Baby (birth to 18 months), Toddler (18 to 36 months), and Preschool (3 to 5 years) — and all 8 developmental domains. The [Missouri MELS Alignment PDF](https://www.mothergoosetime.com/wp-content/uploads/2025/10/Missouri_Experience-2025-Alignment.pdf)
documents how every Experience Curriculum activity and skill maps to a specific MELS indicator.

For Missouri programs using brightwheel, developmental observations can be logged directly in the app during or after activities, automatically building each child’s portfolio and supporting Quality Assurance Report (QAR) curriculum documentation requirements.

Frequently asked questions## Common questions about Missouri’s early learning standards

What is Missouri’s official early learning framework?

Missouri uses the Missouri Early Learning Standards (MELS), revised in February 2021 and administered by DESE Office of Childhood, as its official early learning framework. MELS covers all 8 developmental domains from birth through kindergarten entry and applies to licensed childcare centers, family childcare homes, Missouri Preschool Project (MPP) programs, and Head Start programs statewide.

Is Experience Curriculum aligned to Missouri’s MELS?

Yes. Experience Curriculum is formally aligned to Missouri’s MELS across all age bands (Baby, Toddler, and Preschool) and all 8 developmental domains. The Missouri Alignment PDF maps every Experience Curriculum activity to the specific MELS indicator it supports, providing documentation for Missouri QAR quality reviews and licensing visits.

Does Missouri have a Quality Rating and Improvement System (QRIS)?

Missouri’s quality improvement process is called the Quality Assurance Report (QAR), a voluntary continuous quality improvement system administered by DESE Office of Childhood. The QAR is a Performance Profile that supports ongoing program improvement rather than a traditional star-rating QRIS. Using a research-based curriculum aligned to Missouri’s MELS supports quality documentation under the QAR.

Which Missouri programs are required to follow the MELS?

Missouri Preschool Project (MPP) programs, licensed childcare centers receiving CCDF funding, and Head Start programs are expected to use a curriculum aligned to the MELS.
