Iowa framework overview## Iowa’s IELS: The official early learning standards framework

Iowa’s early learning standards are organized under the Iowa Early Learning Standards (IELS), 3rd Edition (2017), administered by the Iowa Department of Education (IDE). IELS applies to licensed childcare centers, family childcare homes, Iowa Statewide Voluntary Preschool Programs, and Head Start programs serving children from birth through kindergarten entry.

IELS defines developmental expectations across all 8 domains and guides curriculum planning, developmental assessment, and program quality statewide. *Note: Iowa’s IELS is currently under revision — public comment on a new version opened in March 2026. Programs should check [educate.iowa.gov](https://educate.iowa.gov/pk-12/early-childhood/standards)
 for the latest status.*

Iowa Quality for Kids (IQ4K)

Iowa’s QRIS is called Iowa Quality for Kids (IQ4K), a voluntary statewide system launched in 2022 and administered through the Iowa CCR&R network. IQ4K supports continuous quality improvement across Teaching and Learning, Professional Development, Environment, Family and Community Partnerships, and Administration. Using a research-based curriculum aligned to Iowa’s IELS supports higher IQ4K ratings.

Curriculum alignment## How Experience Curriculum aligns to Iowa’s IELS

Experience Curriculum is formally aligned to Iowa’s IELS across all three age bands — Baby (birth to 18 months), Toddler (18 to 36 months), and Preschool (3 to 5 years) — and all 8 developmental domains. The [Iowa IELS Alignment PDF](https://www.mothergoosetime.com/wp-content/uploads/2022/11/Iowa-Early-Learning-Standards.pdf)
documents how every Experience Curriculum activity and skill maps to a specific IELS indicator.

For Iowa programs using brightwheel, developmental observations can be logged directly in the app during or after activities, automatically building each child’s portfolio and supporting Iowa Quality for Kids (IQ4K) curriculum documentation requirements.

Frequently asked questions## Common questions about Iowa’s early learning standards

What is Iowa’s official early learning framework?

Iowa uses the Iowa Early Learning Standards (IELS), 3rd Edition (2017), administered by the Iowa Department of Education (IDE), as its official early learning framework. IELS covers all 8 developmental domains from birth through kindergarten entry. Note: Iowa’s IELS is currently under revision — public comment on a new version opened in March 2026. Check educate.iowa.gov for the latest status.

Is Experience Curriculum aligned to Iowa’s IELS?

Yes. Experience Curriculum is formally aligned to Iowa’s IELS (3rd Edition) across all age bands (Baby, Toddler, and Preschool) and all 8 developmental domains. The Iowa Alignment PDF maps every Experience Curriculum activity to the specific IELS indicator it supports, providing documentation for IQ4K reviews and licensing visits.

Does Iowa have a Quality Rating and Improvement System (QRIS)?

Yes. Iowa’s QRIS is called Iowa Quality for Kids (IQ4K), a voluntary statewide system launched in 2022 and administered through the Iowa CCR&R network. IQ4K supports continuous quality improvement across teaching and learning, professional development, environment, family and community partnerships, and leadership. Using a research-based curriculum aligned to Iowa’s IELS supports higher IQ4K ratings.

Which Iowa programs are required to follow the IELS?

Iowa Statewide Voluntary Preschool Programs (SPP), licensed childcare centers, and programs receiving CCDF subsidy funding in Iowa are expected to use a curriculum aligned to the IELS. Note that Iowa’s IELS is currently under revision — programs should monitor educate.iowa.gov for updates.
